The Maryland Police and Correctional Training Commissions (MPCTC) is a component of the Department of Public Safety & Correctional Services (DPSCS). MPCTC supports the Police Training and Standards Commission (PTSC) and the Correctional Training Commission (CTC), and manages the Public Safety Education and Training Center (PSETC) located in Sykesville, Maryland.

Professional training and support services are offered at the Center for state, county, and municipal agencies. In addition to the staff that support the Commissions, the campus also provides training and administrative space for resident partners including the Maryland State Police Education and Training Division and the Department of Natural Resources Police Training Academy.

The campus is comprised of 11 buildings encompassing 855 acres of land. The Academic and Administration building is approximately 122,000 square feet of administrative and training space with 135 offices and 35 dormitory rooms. Some of the amenities you’ll find at the Training Center include over 25 classrooms and computer labs, each integrated with instructional technology such as A/V equipment and smartboard systems. We also have dedicated spaces for hybrid learning environments, a student center, plus two separate dormitory buildings with a total of 62 dorm rooms. Our dining hall provides a space for graduations and other events, equipped with a stage, podium, sound system and seating for up to 400 guests.

The agency operates a number of administrative units including: Certification, Compliance, Finance, Facilities, Guest Services, Policy & Procedures, Registrar, and Tech Services. In addition, there are 5 training units: Correctional Training, Police Training, Parole & Probation Training, the Leadership Development Institute, and the Maryland Community Policing Institute, which houses the DARE drug resistance program. These units are responsible for the certification, regulation and training of over 25,000 mandated officers in the State of Maryland, to include police officers, sheriff’s deputies, State and county correctional officers, mandated non-uniform staff, parole & probation agents, and mandated staff of the Department of Juveniles Services. The agency also trains and certifies over 10,000 public safety instructors across the state.

Our skills training areas include a driver training facility, firearms training facility, and physical training center. Included in our skills facilities are multiple firing ranges, rifle range, highway driving course, urban grid, skid pad and skills pad. An on-site vehicle maintenance garage is responsible for service and repairs of the agency’s training fleet. Additionally, we have numerous stand-alone scenario based learning facilities, used for active shooter, SWAT, K-9 and various other training programs. The physical training center contains an aquatic training tank, a weight room and exercise equipment, locker rooms, doctor’s suite, tactical decision training room, and ¼ mile outdoor running track, plus a full size gym.
