This course is an Instructors Certification program for Emergency Vehicle Operations. The student who successfully completes the program will possess the prerequisites for certification under C.O.M.A.R. as either a Course Safety Officer or a Provisional Emergency Vehicle Operations Instructor. This course is for certified police officers only! Client Agencies are Maryland certified agencies under the regulated authority of the Maryland Police and Corrections Training Commissions (MPCTC). Conditions and details on obtaining full Instructor Certification as required by MPCTC can be found here: mpctc.dpscs.maryland.gov/approval.htm. Information for non-client agencies is provided further down in the course description. MANDATORY REQUIREMENTS: Please review all information thoroughly prior to requesting enrollment. Applicants not adhering to the requirements will be denied or removed unless prerequisites are met. Limits: Each roster is limited to 2 students per agency. Training coordinators can contact Katie.Johnson@maryland.gov to add students to the waitlist. Pretest: All attendees must prequalify for admittance into the class, and should carefully review the prequalification information sheet. This link also provides information on how to schedule a pre-test. Students should call no more than 60 days in advance of the first testing date, and all testing must be scheduled at least 2 weeks prior to the first testing date. Only those registered or on the waiting list can attempt to qualify or be tested. Users: All users of the Driver Training Facility must have a valid users agreement in force prior to registration. Additional Information - This roster has a closing date of 1 month (30 days) prior to the course starting date. The 1 week program is for law enforcement and correctional officers. It is designed to instruct the officer in the basic rifle. It meets all minimum standards established by MPCTC. DPSCS Implicit Bias Awareness - Fair & Impartial Corrections (Supervisory Staff) Reserved for Supervisory Staff to include Lieutenants, Case Management Supervisors, DPP Field Supervisor Is, Monitor Supervisor Is, Civilian/Non-uniformed staff Supervisors and Managers This training on Implicit Bias applies decades of research on human bias to the decisions that both Institutional and Community Correctional Professionals make every day. This is a course about how your mind works. There will be no finger pointing or blame; instead we will discuss how implicit biases can affect well-intentioned individuals outside their conscious awareness. During the class, we will discuss the negative consequences of letting your ‘hidden biases’ impact your perceptions and behavior and, importantly, you will learn the skills that you can implement to reduce and manage your biases. These skills will not keep you from doing the important functions of your job; instead these skills will enhance your ability to engage in that work and make decisions that are more effective and just. Because this class has been customized for DPSCS, we will also discuss with First Line Supervisors what they will need to do besides managing their own biases, to promote bias-free decisions within your agency. Please note that each of the various program dates has an affiliated level of students for the session. Rank/title is a REQUIRED FIELD when enrolling. Students assigned to an institution must contact their institutional training coordinator to attend. This applies for any and all ranks assigned to an institution. ITCs can enroll by logging into training.mdle.net. This program satisfies the COMAR requirement (noted below) of refresher training for certified Field Training Officers, and highlights the changes in the concepts and philosophies in the training role of an FTO based on previously approved course-ware. Attendees must have attended a MPCTC approved FTO course within four (4) years. 12.04.01.17 .17 Field Training. D. Field Training Officer Requirements. (1) A field training officer shall: (e) Within every 4 years following initial completion of a field training officer course, successfully complete a minimum of 7 hours of cumulative instruction that have been approved by the Commission to be provided to an individual who has been approved as a field training officer. This program will review changes to the concepts and philosophies that emphasize the “training” role of an FTO. It is the goal of this program to inform students of updates in FTO subjects to enhance their proven skills, knowledge and abilities within the four year period following their initial FTO training. Additional components of the program instruction include the following but not limit the following topics: Effective communication; Counseling, Coaching and Mentoring; Updates to the topics: Roles of an FTO, including the FTO as a trainer; Challenges facing the FTO; Updates to COMAR Field Training Requirements; Adult Learning and Diversity and Generational Differences. The 35-hour Basic Instructor Training Program is designed for individuals who are interested in learning the basics of instruction. This course will give the students the basic skills to teach general topics, including the use of basic PowerPoint, as well as communication and presentation skills. The students will become familiar with the purpose of learning objectives and the components of a lesson plan. This is primarily a presentation skills class. Completion of this course satisfies either the Police Training & Standards Commission or the Correctional Training Commission Instructor Certification training requirements.
Mandatory Prerequisites:
- For each enrollee, the agency head or training coordinator must submit an email to Katie.Johnson@maryland.gov stating the student name, course date enrolled and a 2-3 sentence description of why the student requires the training. Justification should include where the student will be teaching (academy or in-service) and how many hours per program.
- This course is limited to 3 students per agency. If the class is full and a training coordinator wishes to place a student on the waitlist, please complete the Basic Instructor Waitlist Request Form. Contact Katie.Johnson@maryland.gov with any questions.
- Please Note: MPCTC Instructor Certification is only required for those individuals who will be teaching more than 3 hours in any one MPCTC approved training program. An individual who provides 3 hours or less of instruction for a Commission-approved training course is exempt from the requirement to have instructor certification required under COMAR. Additional conditions and details on obtaining full Instructor Certification as required by MPCTC can be found here: mpctc.dpscs.maryland.gov/approval.htm
- Agencies wishing to substitute a student will still need to provide the above justification. Walk-in substitutions will not be admitted without a signed justification from the agency head or training coordinator. The transition from the police academy to the “real” world is a critical step in the development of law enforcement officers. The field training program is the essential link in that officer development. Field Training Program options include the traditional San Jose model; the problem solving oriented Police Training Officer Reno model; and the Proficiency field training model. The Field Training and Evaluation Program does not advocate any particular model. Instead it incorporates the best of all models in a manner that is realistic and applicable to the current environment. This program will highlight the concepts and philosophies that emphasize the “training” role of an FTO. It is the goal of this program to inform students of the skills, knowledge and abilities that are needed to become an FTO. Initially, the program examines the roles of the field training officer – specifically, the fact that the field training officer functions as the “supervisor” of a field trainee. The program also focuses on the fact that an FTO needs to possess and demonstrate skills in leadership and delegation. Additional components of the program instruct to the following: • Fundamentals of effective communication; • Counseling; • The various roles of an FTO, including the FTO as a trainer; • Challenges facing the FTO; • Training liability and legal issues; • COMAR Field Training Requirements • Ethics and Integrity • Adult Learning • Emotional Intelligence • Diversity and Generational Differences The program is a combination of classroom instructor and practical application. During the daily practical applications, students will • Apply leadership traits and principles to an FTEP Program / training situation; • Introduce trainee to FTEP expectations and standards; • Rehearse counseling skills; • Prepare a remedial training plan for a specific problem; and, • Review evaluation instruments. The First-Line Supervisor program is a training program mandated by the Commissions for newly promoted or soon-to-be-promoted public safety supervisors. The participants must complete this program within 12 months of their promotion. The program spans over 5 days and is tailored to provide comprehensive training that focuses on critical skills such as problem-solving exercises, and realistic scenarios that simulate on-the-job challenges. These exercises are designed to equip participants with the skills to excel in their roles as first-line supervisors. To complete the program, students will be required to take daily quizzes on the topics covered. A minimum average score of 75% across all quizzes is necessary for passing. Additionally, maintaining at least a 90% attendance throughout the duration of the course is crucial to receive credit for the program.There is a strict deadline for registration of 1-week prior to the first day of class.
Important Notices:
- Agencies holding a seat with a yet to-be-determined student will need to enter the information TWO MONTHS prior to the course start date. If student information is not entered by this time, the hold will be automatically removed from the roster.
- The Date of Promotion to Current Rank is required to enroll in this course.

The Instructor and Lesson Plan Development Training Program is designed for the individual who will be teaching in an academy and/or creating lesson plans for their agency. This course will give the student basic skills to teach general topics and create learning objectives and lesson plans. Also included in the training will be instruction on the use of basic PowerPoint software and communication and presentation skills. Completion of this course satisfies either the Police Training & Standards Commission or the Correctional Training Commission Instructor Certification training requirements.
Mandatory Prerequisites:
- For each enrollee, the agency head or training coordinator must submit an email to Katie.Johnson@maryland.gov stating the student name, course date enrolled and a 2-3 sentence description of why the student requires the training. Justification should include where the student will be teaching (academy or in-service) and how many hours per program.
- This course is limited to 3 students per agency. If the class is full and a training coordinator wishes to place additional students on the waitlist, please email to Katie.Johnson@maryland.gov.
- Please Note: MPCTC Instructor Certification is only required for those individuals who will be teaching more than 3 hours in any one MPCTC approved training program. An individual who provides 3 hours or less of instruction for a Commission-approved training course is exempt from the requirement to have instructor certification required under COMAR. - Agencies wishing to substitute a student will still need to provide the above justification. DPSCS Implicit Bias Awareness - Fair & Impartial Corrections (Front Line Staff) Reserved for Front Line Staff to include Sergeants, Corporals, Agents, Monitors, Civilian/Non-uniformed staff and any other comparable ranks/titles who are in a non-supervisory role. This training on Implicit Bias applies decades of research on human bias to the decisions that both Institutional and Community Correctional Professionals make every day. This is a course about how your mind works. There will be no finger pointing or blame; instead we will discuss how implicit biases can affect well-intentioned individuals outside their conscious awareness. During the class, we will discuss the negative consequences of letting your ‘hidden biases’ impact your perceptions and behavior and, importantly, you will learn the skills that you can implement to reduce and manage your biases. These skills will not keep you from doing the important functions of your job; instead these skills will enhance your ability to engage in that work and make decisions that are more effective and just. Because this class has been customized for DPSCS, we will also discuss with First Line Supervisors what they will need to do besides managing their own biases, to promote bias-free decisions within your agency. This two-week school is a basic firearms program for pistol and Type 4 Long Gun (shotgun) for law enforcement and correctional officers. It meets all minimum standards established by the Maryland Police and Correctional Training Commissions. Please review all information carefully before requesting enrollment. MANDATORY PREREQUISITES Applicants not adhering to the listed requirements will be denied the seat until prerequisites are met. QUALIFICATIONS: - All students requesting enrollment are required to have scored a minimum of 85% on the last two years of day-fire handgun qualifications (this applies to duty weapon only, not secondary). These scores will be verified by the MPCTC Registrar and Rangemaster before confirming enrollment. Students not meeting this requirement will be automatically denied a seat in the course. - Per COMAR, applicants for Firearms Instructor need two or more years employment within the last 5 years as a law enforcement or correctional officer, during which employment the individual was authorized to use or carry a firearm for a minimum of 2 years. - Students should review COMAR 12.04.06.12 “Certification – Firearms Provisional Instructor, Line Instructor and Firearms Instructor” prior to attending the course. This regulation establishes minimum requirements for classroom instruction and firearms training and qualification course of fire for the certification of instructor classifications. The Opioid Crisis has plagued the United States for over a decade. Current data from the DEA Laboratory reveals that 6 out of every 10 fentanyl-laced fake prescription pills contain a potentially lethal dose of fentanyl. The unique challenge presented by these low concentration by highly potent counterfeit pills requires special training for law enforcement to investigate.
This workshop will provide an overview of the rise of opioid epidemic in the US and particularly, the rise of fentanyl. Through the use of real-life case studies, attendees will learn how to safely respond and investigate the scene of an overdose. The workshop will prepare attendees to act in an undercover role by using social media to identify and investigate suspected distributors of counterfeit pills and fentanyl powder. An overview of various federal charges related to overdoses and overdose deaths will help prepare attendees for successful prosecution. This workshop is ideal for detectives, patrol officers, and supervisors, chemist, and Prosecutors.

This First Line Administrator Training Program is required by the Police and Correctional Training Commissions for all police and correctional personnel assigned or promoted into their department’s first line administrator rank. It meets all Mandated training objectives for First Line Administrators.
The program facilitates the understanding of effective management and leadership. Instructors guide students through scenario-based learning and problem identification and resolution that is geared to supporting the student’s success in their role as a First Line Administrator. The testing method for this program will be a daily quiz on topics taught each day. Students must score 75% or higher average among all the quizzes and maintain at least a 90% attendance in order to receive credit for the class.There is a strict deadline for registration of 1-week prior to the first day of class.

Cellebrite Certified Operator for Inseyets (CCO Inseyets) is a two (2) day intermediate-level certification course that introduces mobile device unlocking, decrypting, and extraction techniques using Inseyets UFED. The course guides participants through pre-extraction considerations that allow examiners to maximize their extraction efforts and protect the potential evidentiary data stored on mobile devices. Participants will gain experience conducting Logical, File System, and Physical extractions using forensically sound methods, and learn techniques related to Before First Unlock (BFU) and After First Unlock (AFU), and apply advanced extraction strategies on locked devices. Finally, participants will create a shareable UFDR report to streamline the investigative process and discuss post-extraction evidence concerns.
Cellebrite Certified Physical Analyst for Inseyets (CCPA Inseyets) is a three (3) day advanced-level certification course focused on the analysis of forensically acquired digital evidence and advanced search techniques using Inseyets Physical Analyzer (Inseyets PA). Participants will use Inseyets PA to create and manage cases and load evidence to view and analyze Android and iOS extraction data. Using the SQLite database view, participants will explore database contents to find and recover deleted data. The course includes forensic analysis best practices with an overview of verification and validation techniques along with forensic reporting.

The Firearms Training Unit has developed a new curriculum designed to further develop current firearms instructors. After the introduction of House Bill 218 (LEOSA) in 2005, agency firearms instructors are seeing more and more revolvers on their firing line. This is due to the fact that now retirees can come back and get their LEOSA permit to carry nationwide. Many of our older retirees carried revolvers when they were active and wish to do so in retirement. The problem this creates is that less and less current instructors are certified to teach revolver. If they aren’t certified in revolver, they cannot work a firing line with a revolver. This two day class will allow instructors to add the revolver to the list of weapons they are able to teach. Please note:This course is only open to MPCTC client-agencies. Client agencies are Maryland certified agencies under the regulated authority of the Maryland Police and Corrections Training Commissions (MPCTC). The Firearms Training Unit will be supplying the weapons, holsters, and speed loaders for each student. MPCTC does NOT supply ammo for this course!! Please ensure enrolled students work with their agency's procurement process in order to purchase the required ammo prior to attending this course. Students will need to bring 500 rounds of .38 special ammo, which can be hollow point, round nose, jacketed, or semi-wad cutter ammo. Do not bring Wad Cutter ammunition as you may have loading issues in the revolver when using speed loaders. If you have a revolver you wish to use in the school, it will have to be pre-approved by Firearms Staff prior to the start of the school. No race guns! Contact JamieL.Green@maryland.gov with questions regarding weapons. Other equipment students will need for the class is a Sam Browne belt and belt keepers, along with note taking material. Please wear proper range attire, meaning no jeans or graphic t-shirts. BDU's and a logo shirts are preferred.
