This 3-day course will provide civilian supervisors with ethical foundations of the role of a supervisor, provide practical application of interpersonal communications skills, give insight into Human Resources issues that supervisors are confronted with such as FMLA, ADA, EEO, Time & Attendance, and Absenteeism. Participants will learn about the value and importance of inclusivity and diversity in the workplace. The course will also focus on employment law, to include the formal process for discipline action and grievances. Supervisors will learn the basic steps of problem solving, conflict management, preparing a performance evaluation; and learn team-building skills. Who should attend? The target audience for this course is civilian first line supervisors and/or civilian aspiring supervisors. Who should not attend? Sworn law enforcement or correctional certified supervisors and/or administrators, those individuals are required to attend the mandated 5 day (35 hours) First Line Supervisor & Administrator Programs. Please Note: This course is not approved for in-service hours. TBD names are due one month ahead of the course start date. The Police Entrance Level Program course of instruction for members of small to medium-sized police agencies. The Police Academy curriculum incorporates community policing strategies with a strong emphasis on Scenario-Based Learning (SBL) activities throughout the training. The course serves officers from municipal police departments, county sheriffs’ offices, school and university police departments WHO DO NOT HAVE AN ENTRY LEVEL TRAINING PROGRAM. Instruction includes; Organizational principles and law; Patrol tactics; Traffic Laws and Enforcements; Criminal investigations; Emergency medical care; Radio Communications; Report writing and composition; Crime prevention; Crisis intervention; Protective strategies and tactics; Emergency vehicle operations, Prisoner processing and security; Courtroom preparation and testimony; Health and wellness; Terrorism and weapons of mass destruction and Police officer firearms training and qualification. The Fitness Assessment Requirements for the MPCTC PEL Academy have been updated as of October 2024! Agencies and recruits should be sure to review the Academy Physical Test Standards prior to the assessment. Questions regarding the fitness assessment can be directed to PEL Manager JeffreyS.Giroux@maryland.gov. Any waitlisted students must attend the fitness assessment to be considered for a seat. Also, a signed medical affirmation must be presented for each candidate on the day of the assessment or they will not be able to participate.

DPSCS Implicit Bias Awareness - Fair & Impartial Corrections (Supervisory Staff) Reserved for Supervisory Staff to include Lieutenants, Case Management Supervisors, DPP Field Supervisor Is, Monitor Supervisor Is, Civilian/Non-uniformed staff Supervisors. NOTE Anyone who manages supervisors can NOT attend this class and should enroll in the Administrator level course as available. This training on Implicit Bias applies decades of research on human bias to the decisions that both Institutional and Community Correctional Professionals make every day. This is a course about how your mind works. There will be no finger pointing or blame; instead we will discuss how implicit biases can affect well-intentioned individuals outside their conscious awareness. During the class, we will discuss the negative consequences of letting your ‘hidden biases’ impact your perceptions and behavior and, importantly, you will learn the skills that you can implement to reduce and manage your biases. These skills will not keep you from doing the important functions of your job; instead these skills will enhance your ability to engage in that work and make decisions that are more effective and just. Because this class has been customized for DPSCS, we will also discuss with First Line Supervisors what they will need to do besides managing their own biases, to promote bias-free decisions within your agency. Please note that each of the various program dates has an affiliated level of students for the session. Rank/title is a REQUIRED FIELD when enrolling. The 35-hour Basic Instructor Training Program is designed for individuals who are interested in learning the basics of instruction. This course will give the students the basic skills to teach general topics, including the use of basic PowerPoint, as well as communication and presentation skills. The students will become familiar with the purpose of learning objectives and the components of a lesson plan. This is primarily a presentation skills class. Completion of this course satisfies either the Police Training & Standards Commission or the Correctional Training Commission Instructor Certification training requirements.
Mandatory Prerequisites:
- For each enrollee, the agency head or training coordinator must submit an email to Katie.Johnson@maryland.gov stating the student name, course date enrolled and a 2-3 sentence description of why the student requires the training. Justification should include where the student will be teaching (academy or in-service) and how many hours per program.
- This course is limited to 3 students per agency. Agencies wishing to substitute a student will still need to provide the above justification. Walk-in substitutions will not be admitted without a signed justification from the agency head or training coordinator. Also, agencies holding a seat with a yet to-be-determined student will need to send in the justification at least 2 months prior to the course start date. If a student name and justification are not received by this time, the hold will be automatically removed from the roster.
- Please Note: MPCTC Instructor Certification is only required for those individuals who will be teaching more than 3 hours in any one MPCTC approved training program. An individual who provides 3 hours or less of instruction for a Commission-approved training course is exempt from the requirement to have instructor certification required under COMAR. Additional conditions and details on obtaining full Instructor Certification as required by MPCTC can be found here: mpctc.dpscs.maryland.gov/approval.htm
- All applicants for the MPCTC Basic Instructor Training Program must receive approval from their home agency in order to register for this training (online registration implies approval). Students wishing to attend the course outside of authorization from their agency will not be permitted.
- Applicants from any non-client agencies will be admitted to the class only if there are vacant seats remaining within 1 week of the first day of training. Client Agencies are Maryland certified agencies under the regulated authority of the Maryland Police and Corrections Training Commissions (MPCTC). Interested persons can email a signed registration form to Katie.Johnson@maryland.gov to be added to the non-client waitlist. The First-Line Supervisor program is a training program mandated by the Commissions for newly promoted or soon-to-be-promoted public safety supervisors. The participants must complete this program within 12 months of their promotion. The program spans over 5 days and is tailored to provide comprehensive training that focuses on critical skills such as problem-solving exercises, and realistic scenarios that simulate on-the-job challenges. These exercises are designed to equip participants with the skills to excel in their roles as first-line supervisors. To complete the program, students will be required to take daily quizzes on the topics covered. A minimum average score of 75% across all quizzes is necessary for passing. Additionally, maintaining at least a 90% attendance throughout the duration of the course is crucial to receive credit for the program.There is a strict deadline for registration of 1-week prior to the first day of class.
Important Notices:
- Agencies holding a seat with a yet to-be-determined student will need to enter the information TWO MONTHS prior to the course start date. If student information is not entered by this time, the hold will be automatically removed from the roster.

The LWLE is a training program designed to explore challenges for women in the law enforcement profession. Participation is gender-neutral, and FLETC encourages all interested persons to participate. This program will proactively foster and support inclusiveness while facilitating open, candid discussions and activities to develop leadership skills, improve resiliency, and foster understanding about challenges that a female law enforcement officer may encounter. Competency areas include understanding and adapting to human behaviors, communication skills, team building, decision-making, gender differences, and emotional intelligence. While communicating life and work-related experiences, participants will develop themselves and others through lecture, labs, role play, case studies, and self-directed learning. The transition from the police academy to the “real” world is a critical step in the development of law enforcement officers. The field training program is the essential link in that officer development. Field Training Program options include the traditional San Jose model; the problem solving oriented Police Training Officer Reno model; and the Proficiency field training model. The Field Training and Evaluation Program does not advocate any particular model. Instead it incorporates the best of all models in a manner that is realistic and applicable to the current environment. This program will highlight the concepts and philosophies that emphasize the “training” role of an FTO. It is the goal of this program to inform students of the skills, knowledge and abilities that are needed to become an FTO. Initially, the program examines the roles of the field training officer – specifically, the fact that the field training officer functions as the “supervisor” of a field trainee. The program also focuses on the fact that an FTO needs to possess and demonstrate skills in leadership and delegation. Additional components of the program instruct to the following: • Fundamentals of effective communication; • Counseling; • The various roles of an FTO, including the FTO as a trainer; • Challenges facing the FTO; • Training liability and legal issues; • COMAR Field Training Requirements • Ethics and Integrity • Adult Learning • Emotional Intelligence • Diversity and Generational Differences The program is a combination of classroom instructor and practical application. During the daily practical applications, students will • Apply leadership traits and principles to an FTEP Program / training situation; • Introduce trainee to FTEP expectations and standards; • Rehearse counseling skills; • Prepare a remedial training plan for a specific problem; and, • Review evaluation instruments. This First Line Administrator Training Program is required by the Police and Correctional Training Commissions for all police and correctional personnel assigned or promoted into their department’s first line administrator rank. It meets all Mandated training objectives for First Line Administrators.
The program facilitates the understanding of effective management and leadership. Instructors guide students through scenario-based learning and problem identification and resolution that is geared to supporting the student’s success in their role as a First Line Administrator. The testing method for this program will be a daily quiz on topics taught each day. Students must score 75% or higher average among all the quizzes and maintain at least a 90% attendance in order to receive credit for the class.There is a strict deadline for registration of 1-week prior to the first day of class.

This two-week school is a basic firearms program for pistol and Type 4 Long Gun (shotgun) for law enforcement and correctional officers. It meets all minimum standards established by the Maryland Police and Correctional Training Commissions. Please review all information carefully before requesting enrollment. MANDATORY PREREQUISITES Applicants not adhering to the listed requirements will be denied the seat until prerequisites are met. QUALIFICATIONS: - All students requesting enrollment are required to have scored a minimum of 85% on the last two years of day-fire handgun qualifications (this applies to duty weapon only, not secondary). These scores will be verified by the MPCTC Registrar and Rangemaster before confirming enrollment. Students not meeting this requirement will be automatically denied a seat in the course. - Per COMAR, applicants for Firearms Instructor need two or more years employment within the last 5 years as a law enforcement or correctional officer, during which employment the individual was authorized to use or carry a firearm for a minimum of 2 years. - Students should review COMAR 12.04.06.12 “Certification – Firearms Provisional Instructor, Line Instructor and Firearms Instructor” prior to attending the course. This regulation establishes minimum requirements for classroom instruction and firearms training and qualification course of fire for the certification of instructor classifications. The minimum passing score Commission-approved instructor qualification course of fire for handgun and Type 4 Long Gun is 90%. ROSTER LIMITATIONS: - This course is limited to 2 students per agency. Training coordinators can contact Katie.Johnson@maryland.gov to add additional students to the wait list. This restriction will be lifted if seats remain available 2 months prior to each program's start date. - Agencies are able to hold ONE TBD seat per YEAR as of 2024. DPSCS Implicit Bias Awareness - Fair & Impartial Corrections (Front Line Staff) Reserved for Front Line Staff to include Sergeants, Corporals, Agents, Monitors, Civilian/Non-uniformed staff and any other comparable ranks/titles who are in a non-supervisory role. This training on Implicit Bias applies decades of research on human bias to the decisions that both Institutional and Community Correctional Professionals make every day. This is a course about how your mind works. There will be no finger pointing or blame; instead we will discuss how implicit biases can affect well-intentioned individuals outside their conscious awareness. During the class, we will discuss the negative consequences of letting your ‘hidden biases’ impact your perceptions and behavior and, importantly, you will learn the skills that you can implement to reduce and manage your biases. These skills will not keep you from doing the important functions of your job; instead these skills will enhance your ability to engage in that work and make decisions that are more effective and just. Because this class has been customized for DPSCS, we will also discuss with First Line Supervisors what they will need to do besides managing their own biases, to promote bias-free decisions within your agency. The Firearms Training Unit has developed a new curriculum designed to further develop current firearms instructors. After the introduction of House Bill 218 (LEOSA) in 2005, agency firearms instructors are seeing more and more revolvers on their firing line. This is due to the fact that now retirees can come back and get their LEOSA permit to carry nationwide. Many of our older retirees carried revolvers when they were active and wish to do so in retirement. The problem this creates is that less and less current instructors are certified to teach revolver. If they aren’t certified in revolver, they cannot work a firing line with a revolver. This two day class will allow instructors to add the revolver to the list of weapons they are able to teach. Please note:This course is only open to MPCTC client-agencies. Client agencies are Maryland certified agencies under the regulated authority of the Maryland Police and Corrections Training Commissions (MPCTC). The Firearms Training Unit will be supplying the weapons, holsters, and speed loaders for each student. MPCTC does NOT supply ammo for this course!! Please ensure enrolled students work with their agency's procurement process in order to purchase the required ammo prior to attending this course. Students will need to bring 500 rounds of .38 special ammo, which can be hollow point, round nose, jacketed, or semi-wad cutter ammo. Do not bring Wad Cutter ammunition as you may have loading issues in the revolver when using speed loaders. If you have a revolver you wish to use in the school, it will have to be pre-approved by Firearms Staff prior to the start of the school. No race guns!
