The transition from the police academy to the “real” world is a critical step in the development of law enforcement officers. The field training program is the essential link in that officer development. Field Training Program options include the traditional San Jose model; the problem solving oriented Police Training Officer Reno model; and the Proficiency field training model. The Field Training and Evaluation Program does not advocate any particular model. Instead it incorporates the best of all models in a manner that is realistic and applicable to the current environment. This program will highlight the concepts and philosophies that emphasize the “training” role of an FTO. It is the goal of this program to inform students of the skills, knowledge and abilities that are needed to become an FTO. Initially, the program examines the roles of the field training officer – specifically, the fact that the field training officer functions as the “supervisor” of a field trainee. The program also focuses on the fact that an FTO needs to possess and demonstrate skills in leadership and delegation. Additional components of the program instruct to the following: • Fundamentals of effective communication; • Counseling; • The various roles of an FTO, including the FTO as a trainer; • Challenges facing the FTO; • Training liability and legal issues; • COMAR Field Training Requirements • Ethics and Integrity • Adult Learning • Emotional Intelligence • Diversity and Generational Differences The program is a combination of classroom instructor and practical application. During the daily practical applications, students will • Apply leadership traits and principles to an FTEP Program / training situation; • Introduce trainee to FTEP expectations and standards; • Rehearse counseling skills; • Prepare a remedial training plan for a specific problem; and, • Review evaluation instruments. Agencies holding a TBD seat must update the information one month ahead. Thank you! Note: If a training coordinator wishes to place a student on the waitlist, please complete the FTO Program Waitlist Request Form.

Effective Interactions with First Amendment Auditors: A Workshop and Panel Discussion for Maryland Public Safety Professionals
Facilitated by SEAN QUINN, Former FBI Special Agent
The landscape of public safety and government operations has evolved to include frequent interactions with individuals conducting "First Amendment audits." These audits, often involving the filming of public officials in public spaces, present unique challenges that necessitate a proactive and informed response from public safety agencies. This comprehensive and interactive conference is designed to equip Maryland public safety professionals and municipal employees with the essential legal knowledge, practical strategies, and de-escalation techniques required to manage these encounters effectively and lawfully. The conference aims to enhance understanding of constitutional rights, clarify Maryland-specific legal nuances, and provide actionable methods to minimize conflict, enhance transparency, and reduce both legal and reputational risks. By fostering a culture of professional and constitutionally compliant public service, this program seeks to ensure operational continuity while upholding civil liberties and building public trust.
By the end of this conference, the participant will be equipped with the knowledge and tools needed to handle these encounters professionally and legally, protecting both the public's rights and the safety of employees.
Conference Objectives:
- Understand the Legal Framework: Attendees will gain a clear understanding of the First Amendment rights related to recording in public spaces, including the scope and limitations of these rights as they apply to public employees and buildings.
- Develop De-escalation Techniques: Participants will learn practical, evidence-based communication and de-escalation tactics to prevent encounters with auditors from escalating into confrontations.
- Establish Departmental Policies: The conference will provide guidance on creating and implementing clear, consistent policies and procedures for interacting with First Amendment auditors.
- Protect Against Liability: Attendees will learn how to reduce the risk of civil litigation and departmental liability by ensuring their actions are legally defensible and consistent with established case law.
Agenda & Overview:
7:30am: Registration & Coffee;
8:30am: Morning Session - Foundational Knowledge and Legal Deep Dive;
10:45am: Maryland’s Specific Legal Landscape: Navigating State Statutes;
12:00pm: Lunch (not provided);
1:00pm: Mid-Day Session - Practical Scenarios and De-Escalation Training;
3:15pm: Policy Development and Agency Preparedness;
4:00pm: Panel Discussion;
5:00-5:15pm: Closing Remarks.
The morning session will focus on Understanding First Amendment audits and the motivations and practices (including financial incentives) presented, as well as a review of critical Maryland-specific legal considerations. The mid-day session will provide Best Practices for Professional Engagement and the Do’s and Don’ts, including the “boring video” approach, and De-escalation Techniques and Scenario-Based Training with interactive scenarios and how to be effective in challenging situations. The Policy Development and Agency Preparedness session will focus on the importance of proactive policy development and internal preparedness for managing First Amendment audits. The Panel will share their First Amendment Audit experiences and attendees will review video for a lively discussion on good and bad performance aspects.
Important Notices:
- The full day session is for Maryland public safety professionals, sworn personnel and administrators. Attendees should choose between one of the dates (January 12th or January 13th).
- The half day session is for non-sworn and front desk personnel. There will be two identical sessions (January 14th, morning and afternoon).
- In order to accommodate the 175+ law enforcement agencies and correctional administration, we would ask that no more than 2 per agency attend each session type.

DPSCS Implicit Bias Awareness - Fair & Impartial Corrections (Front Line Staff) Reserved for Front Line Staff to include Sergeants, Corporals, Agents, Monitors, Civilian/Non-uniformed staff and any other comparable ranks/titles who are in a non-supervisory role. This training on Implicit Bias applies decades of research on human bias to the decisions that both Institutional and Community Correctional Professionals make every day. This is a course about how your mind works. There will be no finger pointing or blame; instead we will discuss how implicit biases can affect well-intentioned individuals outside their conscious awareness. During the class, we will discuss the negative consequences of letting your ‘hidden biases’ impact your perceptions and behavior and, importantly, you will learn the skills that you can implement to reduce and manage your biases. These skills will not keep you from doing the important functions of your job; instead these skills will enhance your ability to engage in that work and make decisions that are more effective and just. Because this class has been customized for DPSCS, we will also discuss with First Line Supervisors what they will need to do besides managing their own biases, to promote bias-free decisions within your agency. Please note that each of the various program dates has an affiliated level of students for the session. Rank/title is a REQUIRED FIELD when enrolling. Students assigned to an institution must contact their institutional training coordinator to attend. This applies for any and all ranks assigned to an institution. ITCs can enroll by logging into training.mdle.net. For those individuals not assigned to an institution (i.e. Office of the Secretary), please submit the DPSCS Non-Institution Bias Registration Form to request enrollment. This program is posted for DPSCS staff only. Other agencies are not permitted to attend at this time. We are aware that courses fill up very quickly. Course Overview:
The Basic Instructor / Train-the-Trainer program is an intensive 5-day professional development course designed for public safety personnel who are ready to assume the critical role of an instructor within their organizations. This program provides a foundational understanding of instructional methods grounded in the principles of adult learning and skill development, preparing students to become effective and influential trainers. Participants will be challenged to not only master the material but also to transform into dynamic trainers/coaches capable of building the skill sets of public safety professionals.
Learning Objectives:
Upon completion of this program, students will be able to:
- Apply the fundamental principles of adult learning theory to instructional design and delivery.
- Master advanced communication techniques to command an audience and convey complex topics with clarity. Utilize effective coaching language and methodology to bring critical skill development.
- Develop, evaluate, and present comprehensive lesson plans, objectives, and effective testing strategies.
- Prepare and proficiently use various training aids to enhance the learning experience.
- Construct and deliver multiple presentations (lecture and physical presentations), demonstrating instructional mastery and the ability to engage a discerning adult audience.
Program Methodology:
This is a highly interactive and practical course that emphasizes presentation and coaching skills. Our curriculum is built on andragogical principles, recognizing that adult learners are self-directed, pragmatic, and draw heavily on their previous experiences. The program methodology includes:
- Application-based learning: Students will immediately apply classroom theory to practical exercises, developing several presentations throughout the week.
- Individual and peer feedback: A substantial portion of the program is dedicated to constructive critique, both from instructors and peers, to refine presentation and teaching skills.
- Rigorous final presentation: The course culminates in a final 30-minute presentation, where students will showcase their instructional competencies by drafting objectives, presenting a lesson plan, and teaching a public safety-related topic to the class using training aids. This capstone exercise is an authentic assessment of the skills and knowledge acquired.
Commitment and Expectations:
This is an intense program that demands significant commitment. Attendees should expect to invest time outside of scheduled classroom hours for preparation and refinement of their presentations. This rigorous approach ensures that each participant leaves with the confidence and competence required to train with excellence.
Certifications:
Successful completion of this course satisfies the instructor certification training requirements for either the Police Training & Standards Commission or the Correctional Training Commission.
Who Should Attend:
-This program is ideal for experienced public safety personnel who have demonstrated subject matter mastery and possess the potential to become effective instructors within their agencies.
- MPCTC Instructor Certification is only required for those individuals who will be teaching more than 3 hours in any one MPCTC approved training program. An individual who provides 3 hours or less of instruction for a Commission-approved training course is exempt from the requirement to have instructor certification required under COMAR. Additional conditions and details on obtaining full Instructor Certification as required by MPCTC can be found here: mpctc.dpscs.maryland.gov/approval.htm
- All applicants for the MPCTC Basic Instructor Training Program must receive approval from their home agency in order to register for this training (online registration implies approval). Students wishing to attend the course outside of authorization from their agency will not be permitted.
Enrollment Requirements:
Justification: For each enrollee, the agency head or training coordinator must submit an email to Katie.Johnson@maryland.gov providing a 2-3 sentence description of why the student requires the training. Justification should include where the student will be teaching (academy or in-service) and how many hours per program.
Restrictions: This course is limited to 3 students per agency. Agencies wishing to substitute a student will still need to provide the above justification. Walk-in substitutions will not be admitted without a signed justification from the agency head or training coordinator. Also, agencies holding a seat with a yet to-be-determined student will need to send in the justification at least 2 MONTHS PRIOR to the course start date. This half-day training encompasses refresher training in vehicle operation and everyday hazards of emergency/non emergency driving. Students will utilize the training simulator technology along with a classroom portion highlighting defensive driving and dangerous expectations. *Warning: Risk of Simulator Sickness* Driving simulators provide a realistic visual experience of driving. However, some users may experience symptoms similar to car or motion sickness, including nausea, dizziness, fatigue, disorientation, or eye strain. This occurs due to sensory conflict: your eyes perceive motion from the screen, but your inner ear and body do not feel the corresponding movement. Some individuals may be more susceptible to these effects than others. While the instructors will take precautions including short sessions and frequent breaks, students who easily experience motion sickness should take this warning into consideration before enrolling.

Description: The Basic Tactical Medical Instructor Training Program (BTMITP) is a highly intense training program requiring a physical demand on the student and consists of lecture, labs and skill practice. The law enforcement officer will gain knowledge and skills necessary to mitigate the loss of their life or the life of another while in an active threat environment. The skills will address treating life threatening injuries in an austere environment with limited equipment, lack of medically trained personnel and prolonged time to evacuation. Tactical Medical is a systematic approach to dealing with casualties in a tactical environment. It is strongly influenced by the model used by the Department of Defense called Tactical Combat Casualty Care (TCCC). As the name implies, TCCC incorporates tactical problem solving into any situation in which casualties are incurred from an armed, hostile opponent. The TCCC system focuses on saving “preventable deaths” while achieving three primary goals: Treat the Casualty, Prevent Additional Casualties and Continue the Mission. Upon graduation from the BTMITP, students will be able to deliver training in the basic, civilianized tenets of TCCC life-saving skills addressed in the DHS Care Under Fire Education Standards.
