This half-day training encompasses refresher training in vehicle operation and everyday hazards of emergency/non emergency driving. Students will utilize the training simulator technology along with a classroom portion highlighting defensive driving and dangerous expectations. *Warning: Risk of Simulator Sickness* Driving simulators provide a realistic visual experience of driving. However, some users may experience symptoms similar to car or motion sickness, including nausea, dizziness, fatigue, disorientation, or eye strain. This occurs due to sensory conflict: your eyes perceive motion from the screen, but your inner ear and body do not feel the corresponding movement. Some individuals may be more susceptible to these effects than others. While the instructors will take precautions including short sessions and frequent breaks, students who easily experience motion sickness should take this warning into consideration before enrolling.

The First Line Supervisor (FLS) Program is mandated by COMAR for newly promoted or soon-to-be-promoted public safety supervisors. Participants must complete this 35-hour program within 12 months of their promotion. This program provides supervisors with the essential leadership and administrative skills needed to excel in their roles. Through a blend of foundational concepts and practical application, participants will learn to effectively transition from a team member to a leader, problem solve, and navigate the complex legal and ethical challenges inherent to public safety. To successfully complete the program, students will be required to take daily quizzes with a minimum average score of 75% and maintain at least a 90% attendance throughout the duration of the course. There is a strict deadline for registration of 1-week prior to the first day of class.

- Agencies holding a seat with a yet to-be-determined student will need to enter the information TWO MONTHS prior to the course start date. If student information is not entered by this time, the hold will be automatically removed from the roster.
- The Date of Promotion to Current Rank is required to enroll in this course.

Course Overview:
The Basic Instructor / Train-the-Trainer program is an intensive 5-day professional development course designed for public safety personnel who are ready to assume the critical role of an instructor within their organizations. This program provides a foundational understanding of instructional methods grounded in the principles of adult learning and skill development, preparing students to become effective and influential trainers. Participants will be challenged to not only master the material but also to transform into dynamic trainers/coaches capable of building the skill sets of public safety professionals.
Learning Objectives:
Upon completion of this program, students will be able to:
- Apply the fundamental principles of adult learning theory to instructional design and delivery.
- Master advanced communication techniques to command an audience and convey complex topics with clarity. Utilize effective coaching language and methodology to bring critical skill development.
- Develop, evaluate, and present comprehensive lesson plans, objectives, and effective testing strategies.
- Prepare and proficiently use various training aids to enhance the learning experience.
- Construct and deliver multiple presentations (lecture and physical presentations), demonstrating instructional mastery and the ability to engage a discerning adult audience.
Program Methodology:
This is a highly interactive and practical course that emphasizes presentation and coaching skills. Our curriculum is built on andragogical principles, recognizing that adult learners are self-directed, pragmatic, and draw heavily on their previous experiences. The program methodology includes:
- Application-based learning: Students will immediately apply classroom theory to practical exercises, developing several presentations throughout the week.
- Individual and peer feedback: A substantial portion of the program is dedicated to constructive critique, both from instructors and peers, to refine presentation and teaching skills.
- Rigorous final presentation: The course culminates in a final 30-minute presentation, where students will showcase their instructional competencies by drafting objectives, presenting a lesson plan, and teaching a public safety-related topic to the class using training aids. This capstone exercise is an authentic assessment of the skills and knowledge acquired.
Commitment and Expectations:
This is an intense program that demands significant commitment. Attendees should expect to invest time outside of scheduled classroom hours for preparation and refinement of their presentations. This rigorous approach ensures that each participant leaves with the confidence and competence required to train with excellence.
Certifications:
Successful completion of this course satisfies the instructor certification training requirements for either the Police Training & Standards Commission or the Correctional Training Commission.
Who Should Attend:
-This program is ideal for experienced public safety personnel who have demonstrated subject matter mastery and possess the potential to become effective instructors within their agencies.
- MPCTC Instructor Certification is only required for those individuals who will be teaching more than 3 hours in any one MPCTC approved training program. An individual who provides 3 hours or less of instruction for a Commission-approved training course is exempt from the requirement to have instructor certification required under COMAR. Additional conditions and details on obtaining full Instructor Certification as required by MPCTC can be found here: mpctc.dpscs.maryland.gov/approval.htm
- All applicants for the MPCTC Basic Instructor Training Program must receive approval from their home agency in order to register for this training (online registration implies approval). Students wishing to attend the course outside of authorization from their agency will not be permitted.
Enrollment Requirements:
Justification: For each enrollee, the agency head or training coordinator must submit an email to Katie.Johnson@maryland.gov providing a 2-3 sentence description of why the student requires the training. Justification should include where the student will be teaching (academy or in-service) and how many hours per program.
Restrictions: This course is limited to 3 students per agency. Agencies wishing to substitute a student will still need to provide the above justification. Walk-in substitutions will not be admitted without a signed justification from the agency head or training coordinator. Also, agencies holding a seat with a yet to-be-determined student will need to send in the justification at least 2 MONTHS PRIOR to the course start date. If a student name and justification are not received by this time, the hold will be automatically removed from the roster.
Non-Client Agencies:Applicants from any non-client agencies will be admitted to the class only if there are vacant seats remaining within 1 week of the first day of training. Client Agencies are Maryland certified agencies under the regulated authority of the Maryland Police and Corrections Training Commissions (MPCTC). Interested persons can email a signed registration form to Katie.Johnson@maryland.gov to be added to the non-client waitlist. All forms must have an approving signature in order to register the student. This can be an agency head, supervisor, or training coordinator – someone to authorize the student to take this course. If a seat is offered, a credit card form must be submitted before being confirmed for the program. MPCTC accepts Visa or MasterCard (Credit Card Form); additional information is provided on the form.

DPSCS Implicit Bias Awareness - Fair & Impartial Corrections (Front Line Staff) Reserved for Front Line Staff to include Sergeants, Corporals, Agents, Monitors, Civilian/Non-uniformed staff and any other comparable ranks/titles who are in a non-supervisory role. This training on Implicit Bias applies decades of research on human bias to the decisions that both Institutional and Community Correctional Professionals make every day. This is a course about how your mind works. There will be no finger pointing or blame; instead we will discuss how implicit biases can affect well-intentioned individuals outside their conscious awareness. During the class, we will discuss the negative consequences of letting your ‘hidden biases’ impact your perceptions and behavior and, importantly, you will learn the skills that you can implement to reduce and manage your biases. These skills will not keep you from doing the important functions of your job; instead these skills will enhance your ability to engage in that work and make decisions that are more effective and just. Because this class has been customized for DPSCS, we will also discuss with First Line Supervisors what they will need to do besides managing their own biases, to promote bias-free decisions within your agency. The transition from the police academy to the “real” world is a critical step in the development of law enforcement officers. The field training program is the essential link in that officer development. Field Training Program options include the traditional San Jose model; the problem solving oriented Police Training Officer Reno model; and the Proficiency field training model. The Field Training and Evaluation Program does not advocate any particular model. Instead it incorporates the best of all models in a manner that is realistic and applicable to the current environment. This program will highlight the concepts and philosophies that emphasize the “training” role of an FTO. It is the goal of this program to inform students of the skills, knowledge and abilities that are needed to become an FTO. Initially, the program examines the roles of the field training officer – specifically, the fact that the field training officer functions as the “supervisor” of a field trainee. The program also focuses on the fact that an FTO needs to possess and demonstrate skills in leadership and delegation. During the class, we will discuss the negative consequences of letting your ‘hidden biases’ impact your perceptions and behavior and, importantly, you will learn the skills that you can implement to reduce and manage your biases. These skills will not keep you from doing the important functions of your job; instead these skills will enhance your ability to engage in that work and make decisions that are more effective and just. This First Line Administrator (FLA) Program is mandated by COMAR for all police and correctional personnel assigned or promoted into their department’s first line administrator rank. Participants must complete this 35-hour program within 12 months of their promotion. This program meets the Maryland Police Training and Standards Commission's and the Correctional Training Commission's objectives for First Line Administrators. This program equips participants with the core competencies needed to manage complex administrative functions, navigate human resources challenges, and effectively lead personnel in a high-stakes environment. To successfully complete the program, students will be required to take daily quizzes with a minimum average score of 75% and maintain at least a 90% attendance throughout the duration of the course. There is a strict deadline for registration of 1-week prior to the first day of class.

Comparative Compliance Training Course is an abbreviated entrance level program designed for previously certified Maryland police officers who have been separated from law enforcement between 3 and 5 years, and non-Maryland officers who completed an acceptable entrance level academy in another state or through the federal government. Training topics include Maryland criminal and traffic law, juvenile law and procedures, and advanced first aid. Attendees must be employed by a Maryland police agency, and have received a waiver from the Police Training & Standards Commission as regulated by COMAR 12.04.01.14 Subsection E “Waiver of an Entrance-Level Training Standard.” Entrance level firearms qualification should be completed by the hiring agency. For more information, view the Comparative Compliance Requests details. NEW for 2026: All students must be provisionally certified prior to acceptance into the MPCTC Comparative Compliance class. The Application for Certification (AFC) must be submitted to MPCTC Certifications at least one month prior to the course start date in order to meet the deadline. Provisional certification is defined under COMAR 12.04.01.03 Provisional Certification. Please note that for full police officer certification, all other selection standards set forth in COMAR 12.04.01.08 must be met.

IMPORTANT NOTICES:
- This program will only run if a minimum of 12 students are enrolled. The roster will lock at close-of-business on Friday, September 18th to ensure the minimum student requirement is met. There will be no refunds (partial or full) after September 18th, 2026.
- The roster for this course is limited to 20 students. We will confirm students in the order that NAMES are received, and make note of the date(s) that any TBD holds are entered. Any student names provided after the first 20 seats will be considered waitlisted and confirmed as seats become available.
- TBD holds can be placed using "999999" as the certification number, and TBD for the remainder of the mandatory fields. You can "edit" the student information when available. Student names are due by September 4th since AFCs must be submitted at least 30 days prior to the course start date.

This course is designed to certify students to be factory trained armorers for the Smith & Wesson M&P 2.0 Pistol. Focus will be on nomenclature, field stripping and maintenance, safeties and safety checks, detailed disassembly, troubleshooting and minor repairs. Performing lessons repeatedly will ensure good hands-on instruction for a better understanding of this firearm. Upon successful completion of the course, students will be certified for 3 years. Open to police and correctional officers only. A written and practical exam will be administered to ensure the proficiency of each student. This class does not touch on the M&P 1.0 Pistol. The 1 week program is for law enforcement and correctional officers. It is designed to instruct the officer in the basic rifle. It meets all minimum standards established by MPCTC. Please review all information carefully before requesting enrollment. REQUIREMENTS: - All registrations have a closing date of 1 month (30 days) prior to the course starting date. Any cancellations after the closing date may result in the forfeiture of the registration fee. - This course is limited to 1 student per agency. Training coordinators can contact Katie.Johnson@maryland.gov to add students to the wait list. - Agencies are able to hold ONE TBD seat per YEAR as of 2025. Agencies holding a seat with a yet to-be-determined student will need to enter student details at least 2 months prior to the course start date. If a student name is not received by this time, the hold will be automatically removed from the roster. - All applicants for the MPCTC Rifle School Program must receive approval from their home agency in order to register for this training (online registration implies approval). Students wishing to attend the course outside of authorization from their agency will not be permitted. - Applicants from any non-client agencies will be admitted to the class only if there are vacant seats remaining within 1 week of the first day of training. Interested persons can email a signed registration form with payment method indicated to Katie.Johnson@maryland.gov to be added to the wait list. Client Agencies are Maryland certified agencies under the regulated authority of the Maryland Police and Corrections Training Commissions (MPCTC). MD Police & Correctional Training Commissions requires credit card information in order to process non-client enrollments (Visa or MasterCard). - Students are required to bring: a M16/AR15 Rifle equipped with iron sights and a military style web sling with a metal keeper for length adjustment, 800 rounds of .223 Remington rifle and 100 rounds of handgun duty ammunition, duty belt with holster and service pistol. Students are required to bring note taking material. A manual will be provided during the program with an electronic copy given at the conclusion of the program. This two-week school is a basic firearms program for pistol and Type 4 Long Gun (shotgun) for law enforcement and correctional officers. It meets all minimum standards established by the Maryland Police and Correctional Training Commissions. Please review all information carefully before requesting enrollment. MANDATORY PREREQUISITES Applicants not adhering to the listed requirements will be denied the seat until prerequisites are met. QUALIFICATIONS: - All students requesting enrollment are required to have scored a minimum of 85% on the last two years of day-fire handgun qualifications (this applies to duty weapon only, not secondary). These scores will be verified by the MPCTC Registrar and Rangemaster before confirming enrollment. Students not meeting this requirement will be automatically denied a seat in the course. - Per COMAR, applicants for Firearms Instructor need two or more years employment within the last 5 years as a law enforcement or correctional officer, during which employment the individual was authorized to use or carry a firearm for a minimum of 2 years. - Students should review COMAR 12.04.06.12 “Certification – Firearms Provisional Instructor, Line Instructor and Firearms Instructor” prior to attending the course. This regulation establishes minimum requirements for classroom instruction and firearms training and qualification course of fire for the certification of instructor classifications. The minimum passing score Commission-approved instructor qualification course of fire for handgun and Type 4 Long Gun is 90%. ROSTER LIMITATIONS: - This course is limited to 2 students per agency. This restriction will be lifted if seats remain available 2 months prior to each program's start date. - Agencies are able to hold ONE TBD seat per YEAR as of 2024. Agencies holding a seat with a yet to-be-determined student will need to enter student details at least 2 months prior to the course start date. Any cancellations after the closing date may result in the forfeiture of the registration fee. MATERIALS: Students are required to bring: - Duty weapon with 3 issued magazines. NOTE: NO SigSauer P320 Platforms allowed! - Leather gear (duty belt, holster, sturdy pants belt, belt keeper’s etc.) - 1,200 rounds of ammunition for pistol(must all be the same) - 15 rounds of 12 gauge – rifled slug ammunition for shotgun - 50 rounds of 12 gauge – 00 buck (9 pellet) ammunition for shotgun. - Preferred shotgun ammo is Federal LE 127 for both 00 Buck and Slug - ALL ammunition must be American made and from a reputable manufacturer. If the ammunition is re-manufactured, the casings must be brass or nickel – SAAMI specs (no aluminum). - Body armor if the student’s Department requires the wearing while on range. - Flashlight – Police style - Note taking materials - Proper range attire (see below) - Baseball style cap Uniform of the day or dress code: Students are required to present themselves in a professional manner at all times, to include attire. NO JEANS OR GRAPHIC T-SHIRTS. Students are to display identification in form of Agency badge, Agency identification card or Agency logo polo shirt. Proper range attire should include loose fitting clothing for comfort and button collar shirt for protection from shell casings. BDU trousers are excellent because of the extra pockets. Boots or good quality athletic shoes are to be worn along with a baseball style cap to help keep brace from your face/eyes. Additional Information: - All applicants for the MPCTC Firearms Instructor Training Program must receive approval from their home agency in order to register for this training (online registration implies approval). Students wishing to attend the course outside of authorization from their agency will not be permitted.
