Mandatory Reports

MPCTC is responsible for publishing several reports annually, to include Serious Officer Involved Incidents, Officer Discipline and Speed Monitoring Systems. Additional information regarding mandates, model policies and best practices for law enforcement can be found on the Police Training & Standards Commission page. Should you have any additional questions about these reports, please email mpctcmandates.dpscs@maryland.gov.

The process for submitting the Serious Officer Involved Incidents & Officer Discipline report, as well as the Use of Force complaints report, is communicated to agency heads by the MPCTC Policy Director annually. The authorized representative is to complete the reports by the established deadline each year. As a reminder, these reports are based on the calendar year (January to December).

The below links are annual reports for the Serious Police Officer Involved Incidents and Officers Disciplined as required by Public Safety Article §3-207(b)(1). The information in these reports is a summary of the data received from law enforcement agencies.

Use of Force Complaints
Public Safety Article §3-514 requires law enforcement agencies to collect data of police officers’ use of force and report to the Maryland Police Training and Standards Commission (MPTSC) the data, aggregated by numbers of complaints administratively charged, not charged, unfounded, and exonerated. This includes aggregated data of all use of force complaints and not just those considered serious officer-involved incidents.

Speed Monitoring Systems [SMS] Report

The below links are annual reports for Speed Monitoring Systems required by Maryland Transportation Article §21-809(k). The information in these reports was provided by participating jurisdictions.
